Charles Garrison (Peter Coyote) works for HYBRA TECH. He goes to Chernobyl to purchase Trioxin 5; there are only six drums of the stuff left. One of the drums is leaking and one of the sellers, Nicholai (Claudiu Trandafir), is transformed into a brain-hungry zombie. Charles shoots Nicholai in the head but is involved in a car accident shortly after.
Charles’ nephew Julian Garrison (John Keefe) is in high school. He and his brother, Jake (Alexandru Geoana), live with his Uncle Charles as their parents were killed in a car accident. One of Julian’s friends, Katie Williams (Jana Kramer), also works for HYBRA TECH. Julian and his friends like riding dirt bikes and performing stunts but another of his friends, Zeke Borden (Elvin Dandel), comes off his bike and ends up unconscious.
Uncle Charles is experimenting at HYBRA TECH using the Trioxin 5, reanimating body parts and corpses, feeding the corpses brains. Some of the gas escapes and reanimates a rat that a couple of bums, Crusty (Boris Petroff) and Joey (Constantin Barbulescu), are cooking and it bites Crusty. Crusty throws the rat in the fire but when he wakes Joey, Joey attacks him, already a zombie himself.
At the hospital, Julian finds out off a doctor (Claudiu Istodor) that Zeke was pronounced dead on arrival. However, Katie sees Zeke being taken out of an ambulance at HYBRA TECH on a security monitor and contacts Julian. Julian and his friends investigate HYBRA TECH and decide to go in and get Zeke, with inside help from Katie and another friend, Mimi Romero (Diana Munteanu). They run into Crusty and Joey on the way there.
Inside HYBRA TECH they run into Charles and confront him about Zeke. Charles takes them on a tour of HYBRA TECH and they release Zeke but Katie inadvertently releases the zombies from their holding cells…

I think this is really good. It’s fun. There was over ten years between this and Return of the Living Dead III (1993), an absolute classic, and while this isn’t as good as that, or the first two, it’s an entertaining, gory zombie film with plenty of action and decent effects. Decent soundtrack too with “Cold Machines” by Alice Cooper on there. I wouldn’t pay too much mind to the negative reviews on this one but maybe it depends what you like I dunno; I liked it. A very good sequel in a great series in my opinion, could’ve been a hell of a lot worse.
Also stars Aimee-Lynn Chadwick as Becky, Cory Hardrict as Cody, Toma Danila as Carlos, Natalie Ester as Ms. Rayburn, Serban Georgevici as Hector, Monica Mihaescu as Elderly Receptionist and Gelu Nitu as Boris.
